The Driving Urban Transitions (DUT) Partnership has recently released the PED Framework 3.0 – Policy Guide to Advance Positive Energy Districts in Europe, presenting the most up-to-date definition, key characteristics, and implementation principles for Positive Energy Districts (PEDs).

This new framework marks an important milestone for cities and projects working towards climate-neutral and inclusive urban development. It provides practical guidance for the planning, design, and governance of Positive Energy Districts, emphasizing integration across energy, mobility, digitalization, and social innovation dimensions.

For NEEDS Repowered, the PED Framework 3.0 is a crucial reference. It helps us align our work across the six pilot sites, Innsbruck, Karlsruhe, Kraków, Iași, Budaörs, and Helsingborg, with the shared European vision of PEDs. The framework’s focus on system integration, energy flexibility, stakeholder participation, and policy alignment resonates directly with our project’s holistic approach to tackling energy vulnerability, fostering behavioural change, and co-creating sustainable business models.

By embedding the PED Framework’s principles into our research, co-creation processes, and policy recommendations, NEEDS Repowered contributes to advancing PED implementation across Europe, translating theory into action on the ground.
