Austrian Institute of Technology – Center for Innovation Systems and Policy
As a scientific partner, AIT supports the Innsbruck case by providing facilitation through targeted activities and tools based on the NEEDs Repowered toolbox. As the lead of WP3, AIT coordinates the pilot sites and fosters their regular exchange.
Our Role in the Project:
AIT will be responsible for the overall coordination and project management as well as quality assurance (WP1). Moreover, AIT researchers will provide state-of-the art knowledge and methodological support to all pilot sites as well as lead WP3 and WP6.
Tyrolean Energy Agency
As an independent advice center of the province of Tyrol, the Energy Agency Tyrol provides direct contact for consultations. As a competent partner for energy efficiency issues, the EAT supports the Innsbruck Case with its practical experience and consulting expertise.
Our Role in the Project:
Innsbrucker Kommunal Betriebe
As the municipal utility in Innsbruck, IKB serves as the primary point of contact for energy-related inquiries within the city. Within the project IKB will have the role of analyzing the possibilities for being the contractor for a total refurbishment solution, heating system and building refurbishment.

Austrian Climate alliance
The core work of the Climate Alliance focuses on service and awareness-raising, networking and education, as well as implementing projects and campaigns in the areas of climate protection, climate justice, and climate change adaptation.
Our Role in the Project:
We will help identify suitable buildings, engage and support residents, and run workshops together with the Tyrolean Energy Agency. We will guide participants in choosing solutions and adapting their behaviour to new energy-efficient living conditions, while also connecting the project with our local and regional expert network.
Karlsruhe, Germany
Energy and Climate Agency of the City of Karlsruhe (self-funded partner)
The Karlsruhe Energy and Climate Protection Agency (KEK) was founded in June 2009 as a non-profit organisation. As a neutral organisation, KEK informs and advises Karlsruhe citizens, companies and organisations on climate protection, efficient energy use, energy-efficient building refurbishment and the expansion of renewable energies. KEK’s core competences lie in the areas of energy efficiency, renewable energies, energy technology, energy and environmental management, project management and climate protection.
Our Role in the Project:
We will contribute with sharing current knowledge and efforts on PEDs, energy efficiency, fighting energy poverty and energy vulnerability and related topics, and participate in the project´s CoP.
Karlsruhe Transformation Center for Sustainability and Cultural Change KIT-ITAS (self-funded partner)
KAT is a research and development unit at Karlsruhe Institute of Technology (KIT) based at the Institute for Technology Assessment and System Analysis (ITAS). The KAT runs research and transformation projects and, in addition to research, combines education, consulting, and process support. Methodologically, the focus is on transdisciplinary and transformative approaches, with the aim of researching, developing, and accompanying sustainable solutions in cooperation between science and practice. The KAT team has many years of experience and special expertise in real-world lab research and support of transformation processes including the field of energy.
Our Role in the Project:
We will coordinate the project hub in Karlsruhe and take part in the NEEDS Repowered CoP and knowledge transfer activities. It will realize the accompanying research and is responsible for the planning and organisation of the CoP workshop in Karlsruhe.
Karlshochschule International University (self-funded partner)
Karlshochschule International University (KARLS) is a state approved non-profit private university of applied sciences based in Karlsruhe, Germany.
Methodologically, KARLS specialises in teaching and research on the social practices and social innovation needed to achieve socio-ecological transformation. KARLS is cooperating with innovation-oriented SME in the region and beyond, helping to rethink management and social innovation with a variety of societal actors.
Our Role in the Project:
KARLS will be part of the CoP in Karlsruhe bringing in the above mentioned competences and forming a bridge to the integration of achieved knowledge into teaching. Students of KARLS will have opportunities to take part in activities like the thematic weeks with the MobiLab.
Budaörs, Hungary
Urban Institute Hungary
The UIH develops smart city related products and services based on disruptive technologies, mainly in the area of smart city solutions such as sustainable and community energy, smart transport, digitisation of utilities, data-driven e-governance and smart city data platforms. It implements smart city projects in close cooperation with industry partners, energy utility providers, central government agencies, municipalities and metropolitan regions in Hungary and beyond across the CEE region. It also provides business consultancy type services supporting its partners’ business process improvement activities as well as custom made product and service development as early as in the business requirement definition phase.

The Budapest University of Technology and Economics (BME) is the region’s most prestigious technical university, with 8 faculties offering the widest range of education and research in engineering.
The Faculty of Electrical Engineering and Informatics is a leading expert of applied information technology and energy systems. Its researcher continuous support the research activity of UIH.

Municipality of Budaörs
The Municipality of Budaörs is led by the mayor Mr. Tamás Wittinghoff. Most of the city infrastructures (roads, buildings, human/social infrastructures, etc.) are in a good condition, better than the national average. The city is committed to ensure the well-being of people living here and preserving the city’s competitiveness through exemplary technological, environmental and organizational solutions. Strategic ambitions are highlighted in the INNOVACITY vision, based on which Budaörs aims to become a smart city by 2030.

RISE is the Swedish Research Institute and innovation partner. In international collaboration with industry, academia and the public sector, we ensure the competitiveness of the business community and contribute to a sustainable society. Organised into 5 Divisions: Bioeconomy & Health, Built Environment, Digital Systems, Materials & Production, and Safety & Transport.
Our Role in the Project:
RISE is leading the pilot in Helsingborg, Sweden. It will be researching steering/policy documents and identify gaps for implementation, the goal is to create a decision support to facilitate implementation of local energy applications and actions.
Öresundskraft
Öresundskraft is an energy company in the Öresund region that is owned by the municipality of Helsingborg. The core business is the sale and distribution of energy as well as the sale of broadband and energyservices to consumers and businesses. Öresundskraft owns the electricity grid and the city fiber network in Helsingborg.

Öresundskraft is the local implementation partner within the project.
City of Helsingborg
Helsingborg has been working strategically with sustainability as an overarching theme for many years. The city collaborates both within and outside to develop a sustainable society with increased quality of life, together with the citizens, civil society, businesses, and academia of Helsingborg. As one of the EU’s more than 100 Mission Cities, Helsingborg will intensify its efforts to reduce carbon emissions and promote changes that strengthen the city’s work on climate issues.

The city offers a testbed for the NEEDS Repowered project and supports the other partners in realizing the project goals by creating the right conditions.

Hub Park is a niched property developer/owner with focus om mobility housing and modern parking facilities. Hub Park provides both the physical space for private cars, car- and bikepools and the guidance and process towards an easier and more sustainable living and transportation.

Krákow, Poland & Iasi, Romania
Jagiellonian Univeryity, Poland
Jagiellonian University is leading university in Poland, and Institute of Sociology has longstanding experience in investigating social change and transition processes. The Jagiellonian University team consists of researchers from the Institute of Sociology. The team members have collaborated with stakeholders at local, national and international levels organizing knowledge exchange fora, masterclasses, regulatory workshops etc. They have been regularly engaged in many initiatives at the city level supporting authorities in designing and implementing various participatory and deliberative initiative.
Our Role in the Project:
The Jagiellonian University will lead the knowledge co-production and mutual learning between the consortium partners. Responsible for the experimental study based in Krakow.

Our Role in the Project:
Technical University of Iasi, Romaniae
University of advanced research and education, with an important research dimension. Three research centers will collaborate on this project: Department of Electrical Measurements, specialized in Smart Metering, Virtual Systems, Scalable Energy Management Infrastructures; Department of Energy and Environment, specialized in Energy Management, Energy production, Renewable Sources, Energy Distribution, Environmental and Energy Quality Management; and IT Department, specialized in Software development and Expert Systems, ICT for Energy Efficiency.
Our Role in the Project:
TU Iasi will contribute to innovative technological solutions to stimulate energy efficiency and grid stability, will provide innovative retrofitting and refurbishment strategies for the pilot scenario, and will provide good practice example for others, supporting local small-scale entrepreneurs with the private investment for adopting energy efficiency concepts.
